According to reports, the second, third, fourth, 27th and 28th floors of City Hall are haunted by ghosts who make themselves known during the overnight hours. On the second floor folks report noises and the feeling of being watched; on the third and fourth, an unseen presence follows you as you walk through. On the 27th floor in the Tom Bradley Room, a painting seems to follow visitors with its eyes, and on the 28th floor, apparitions have been picked up by closed-circuit TV cameras.
